The use of quantitative techniques to measure Key
Performance Indicators (KPIs) is a valuable management
tool for identifying where performance can be improved

requires a careful analysis of the essential functions
within an activity centre to establish their
interdependencies and criticalities. The results of this
analysis can then be distilled into the specification
